faster turnaround suggestions

-assign k3 karts before the briefing start (kart no. would normally follow the grid order right fazz?)
-ignore late participants (drivers shouldnt be more than 5 minutes to prepare themselves. PENALTY: start back of the grid)

I hope you guys could loosen up a bit the rule to encourage k2 on full grids. Of course safety issue and ethics should be the main concern here. Imagine 4 karts in 1 heat, so boring..
